
The Housing Stability Partners of the Black Hills (HSPBH) is a partnership of local nonprofits, faith groups, and community organizations working together to prevent and respond to housing instability and homelessness across the Black Hills region (including Rapid City, Pennington County, and Western South Dakota). The partnership brings service providers together to advance best practices, identify service gaps, coordinate events and outreach, and advocate for systems-level solutions.

The coalition convenes several member organizations so agencies can share resources and develop local responses to gaps in shelter, prevention, and supportive services.

We help organize and support Community Connect events that bring dozens of partners together to offer food, clothing, hygiene, benefits navigation, health screenings, and warm referrals, so people can access many services at once.

The coalition promotes the WeConnect Community toolkits and provides educational presentations (for businesses, frontline staff, and providers) to encourage local adoption of best practices to improve outcomes across the system.
HSPBH members plan and participate in the HUD Point-in-Time count, local needs assessments, and advocacy to inform funders, policymakers, and the public about local needs and scalable solutions. This includes the Survey of Inadequately Housed Persons, held every-other-year, attempting to count individuals who are doubled-up, couch surfing, living in self-paid motels, or who are paying more than 30% of their income toward living expenses.
Voting Members of the Housing Stability Partners (HSP) coalition is compromised of the chairs and co-chairs of each committee, the coalition administrator, and specific stakeholders as it relates to funding and local government. This group meets monthly to manage the business of the HSP coalition and address any community concerns that the coalition may be a party to. This committee ensures that the coalition meets the goals and objectives outlined in the strategic plan, coordinates updates to the strategic plan with input from the coalition’s partner agencies, addresses broader community goals and engages stakeholders to problem solve across agencies, and engages in legislation and funding outreach to ensure more opportunity and capacity in Western South Dakota.
Community Connect is a committee of the Housing Stability Partners coalition composed of local agencies and community members. Our purpose is to host events that bring hope and resources to all, and bring awareness of local available resources to members of the community. All events are offered free to participate with no income requirements. The committee meets the second Monday of each month.
The Local Youth Task Force is a committee of the Housing Stability Partners coalition composed of both youth services providers and youth advocates. Our purpose is to increase identification, support systems, and community awareness of youth experiencing homelessness through collaboration and outreach initiatives. Together, we attempt to identify gaps in the youth homeless service spectrum and inform development to enhance service delivery. The committee supports the Youth Action Board in its efforts, with membership functioning as adult mentors. Our main awareness event coincides with Youth Hunger and Homeless Awareness Month in November each year.
The We Connect Community Committee works to promote understanding of the individual and social variables involved in homelessness through community presentations. The primary educational tool is the “We Connect Community Toolkit.” As a philosophy, a “We Connect Community” shares an appreciation for both our differences and our universal humanity. In doing so, we strive to be well-connected as independent sectors to share in the responsibility of enhancing our overall well-being.
This Committee conducts and organizes the annual Point-In-Time (PIT) homeless count along with the inadequately housed surveys. It is a critical source of annual data, providing characteristics of people who are experiencing homelessness. Data from the annual PIT homeless count is used to measure homelessness on local, state, and national levels. PIT count and inadequately housed data helps policy makers and communities measure progress, identify strengths and gaps in services, increases public awareness of homelessness, and enhances system planning and responses. This committee coordinates all of the food, volunteers, service providers, training and other logistics for the PIT Count along with the execution of the inadequately housed survey.
Responsible for managing the Housing Stability Partners coalition’s outreach to the Black Hills community year-round to increase awareness of homeless issues and efforts. Duties include managing the organization’s digital media; TV, Radio, and print media and other awareness and outreach events such as poverty simulations. Additionally, this committee will be at the forefront of expanding the coalition’s volunteer reach and responding to community questions about the Coalition.
Each committee will be led by a chair and co-chair or two co-chairs. These positions will be approved for one-year terms and will be reviewed annually in July.
